Do I need a RROP (Restricted Radiotelephone Operator Permit) if I have a Technician class license?

I just bought a boat and now I'm in the process of applying for my Ship Station License. I also (may) need Restricted Radiotelephone Operator Permit since I'm sailing in foreign water. If I currently hold a Technician class license, do I still need the RROP?

If you are on a US flagged boat the answer is yes you do. And you need it in US waters.

The answer is yes. In the US sailing in foreign waters means you need a RROP , there is no test , you merely apply to the fcc. Your amateur radio license does not allow you across to the marine radio frequencies
