Captains License Required?

A local sailing organization teaches people to sail, youth through adult. The safety/coach powerboats are being used to carry students who are not sailing and waiting to take a turn sailing. Does the person operating the powerboat need a captain's license? As I understand it a operator of a yacht club launch that ferries people to their boats is required to have a license.

If the students are paying then yes the ferry needs a license. Either a six pac, or there is an easier to get sailing school license available.

The USPS BOC folks have looked into this. Here is the pdf that they made to clarify when a Masters License is needed. Note that permission may be obtained from the local Coast Guard....
