Can I downgrade to OUPV?
Situation: I passed the 100 ton Master credential. My sea service qualified me at 50 ton. So I have the 50 ton credential. My boat is 53 ton and I continue to earn days but with COVID boat time is down.
I have been told that having passed the 100t course I am also OUPV qualified at 100t, 6 pax, uninspected vessel credential - anyone know if this is true?
or
Can I apply for and add a OUPV endorsement as a 50t Master holder?
Chats with the NMC have not been helpful.

There is no point in doing so. OUPV limits the number of passengers (6) and is restricted to only Uninspected vessels. 50T and greater allow for greater than 6 passengers and allows operation of inspected vessels.
50T or greater will not prevent you from operating uninspected vessels with 6 or less paying passengers. Like getting a Tractor Trailer license will not prevent you from operator a passenger vehicle or straight truck.

Thanks for this...so translation; With my 50t I am legal to take 6 or less paying passengers on my 53t, uninspected vessel. I would think so but I have not found any confirmation of this on the USCG NMC site.

Re: Can I downgrade to OUPV?
Yes, you are covered for all UPVs under 100 GRT by:
46 §15.905 Uninspected passenger vessels.
(a) An individual holding a license or MMC endorsed as master or pilot of an inspected self-propelled vessel is authorized to serve as operator of an uninspected passenger vessel of less than 100 GRT within any restrictions, other than tonnage limitations, on the individual's license or MMC.

Re: Can I downgrade to OUPV?
The 100T supercedes the 6 pac. Just make sure your license covers the waters you plan on sailing on (Oceans, Near Coastal....)

Re: Can I downgrade to OUPV?
Sorry to thread jack, but I'm in the opposite position... I'd like to upgrade my OUPV to 50 or 100 GRT. Any recommendations on how I should proceed? Courses? Instructors? Companies that help throughout the entire process? Thanks!!! (I'm based out of NJ, right outside of NYC)

Then why do it? There is a NEW THREAD button that is as easily 'clicked' as REPLY button. It's one thing to hijack the thread. It's another to acknowledge that you know better, yet do it anyway.

As long as your vessel is built in the u.s. or you have a waiver for the Jones act.

Just google upgrade from OUPV. Lots more info then trying to get the answer to what I am trying to do. Even the NMC gave me the wrong answer to my question.

Obtaining or upgrading a license is mutually exclusive to operating a vessel commercially. The Jones Act only applies to Inspected Vessels carrying cargo or people commercially in the US.
If I have a USCG Masters ticket and operate a ferry or whale watching boat that has nothing to do with my personal vessel. My personal vessel would not be subject to the Jones Act regardless of what ticket I held.

Re: Can I downgrade to OUPV?
Just curious, when you say your boat is 53 tons are you referring to your Helia 44?

A helia 44 is far less than 53grt. My Lagoon 410 calculates to 14grt

Re: Can I downgrade to OUPV?
Any of the license schools will have an upgrade course. In fact the normal track to Master is an OUPV course followed by a Master upgrade course, usually done right after the OUPV. USCG is apparently no longer authorizing Master only courses, but when they did they included OUPV. Upgrade course is around 8 hours and one exam, and there are online versions with a live proctored exam. (I do some proctoring for the online MLS courses.)

There seems to be a lot of discrepancy coming out of Fountaine Pajot boats. I posted on our FB group this issue.
My official USCG COD after the boat came out of the factory is 53GRT 42 Net.
