The good ship Solitary of Alcatraz Island
What's the function of this vessel? Does it carry water to Alcatraz Island? Take sewage off the island? What?

Both, there is no waste treatment plant on the island or sewage lines running ashore.

I believe it is part of the contract that Hornblower has with the National Park Service.
