Fuel cell foam would prevent this sloshing, we use it in race cars and planes all the time.

I understand it also reduces the chance of an explosion with gasoline if there is a fire.

My power boat fuel tank IS baffled, and an electric fuel pump into a large carb bowl means that I need to suck air for more than a few seconds to stall. Mounting a taller narrow fuel tank instead of a wide flat one will give some slosh resistance.

I have noticed most "day tanks" are wide and flat so they can fit under a dinghy seat. The 5 gal "jerry" can is a better form factor for a moving boat.

how does fuel cell foam handle tank sludge, ethanol, gasoline varnishes, phase separated fuel?
Likely very poorly.
