Sorry to read this.

Still, sometimes things from China can also work out nicely :

We ordered our batteries from Alibaba, we'll over 1000€ worth, paid with PayPal.

The condition was sellers shipping method, shipping time approx 8 weeks. No tracking number for a long time.
Communication friendly but similar to yours, but eventually with status info upon request.

They said if they do not arrive by date x we get a full refund.

Batteries showed up in good condition and within time-frame.

Happy customer :-)

You are better of to buy via eBay direct. as Paypal is owned currently by eBAy.
If you have problems not having a tracking number and the item has not arrived, the computers in eBay will you the run around.

The trick is to find the email address of any eBay department and state that this email is your last desperate attempt to make contact, and if they would please pass the mail on to the right people.
I had to do this procedure twice in as years and it worked like clockwork, I received the money back within 2 weeks.

Well here is an update from Paypal this morning...

"Hello Xxxxxx Xxxx,
We received the case(s) you filed on June 9, 2021.
We have reviewed this transaction(s) and are denying your case(s). This decision was made because we received shipment tracking from the merchant confirming that the merchandise was delivered.
We're sorry for any problems you may have experienced with the transaction(s).

Transaction Amount: $97.99 USD

Needless to say, I was pretty pissed off. These scammers send a small insignificant package through the mail system in order to have legitimate tracking. What Paypal should do, during a dispute, is before closing the case to see if the buyer is satisfied.

So I found out Paypal has an 800 number and lo and behold, the customer service rep totally reversed the claim in my favor and the refund to my account will post within 5 days.
Here is their updated response...

So that's it! You have to be determined or these scumbags will get away with it. I have always been told if it seems too good to be true it probably isn't. However, greed got the best of me. Live and learn...again.

They may well have gotten away with it. Assuming they took the money and closed their eBay/PayPal account back in June, the refund could have come from PayPal, and not out of their pocket.

I'm just speculating, maybe someone knows more about how this works.

I guess the old addage - if it seems to good to be true....There are plenty, and I mean plenty, of China based retailers looking to take advantage and rip people off. Having lived in Asia for 15yrs I am aquainted with the frustration and anger that acccompanies online purchases from China. I have fallen into the trap!. If its an important item - safety wise or reliability, just dont risk it. You may get a genuinely great product at a genuinely great price.......but, you maybe better taking your money to a casino and going for it there - odds maybe similiar but without the frustration!

Many years ago i opened a PayPal account for my eBay purchases and sales. I was informed by PayPal that as a new customer i would be unable to withdraw any money from sales for, if i remember right, 30 of 40 days after the sale was made. Does any on know if that is still their policy for new accounts?

I'm not sure. The reason I think was until you establish yourself, you may have to accept a return on a sale up to quite a while after, maybe a month.
It kinda makes sense, or people would set up accounts, sell fraudulent stuff and go away with the money.
