how about a ladder like a swimming pool uses, the one that looks like 2 candy canes with steps in between.

We have two the the fender steps and they work great. Often times we use them when we travel and take a slip in another marina.

Our dinghy is on davits and blocks our reverse transome ladder when it is raised so when we anchor and just want to swim, we place the fender steps above each other ited to the toerail at one of the "gates" in our lifelines. Makes it easy to board the boat from the water. Would also make it easy to recover some one if they fell overboard. We have used them in our MOB drills as you are boarding from the side instead of a pitching stern..
