They are designed to operate with the correct number of people 'survivors' on board. so if its a 20 man lifeboat it would need 20 in it to set to its correct water line.

Those lifeboats are the next best thing to a submarine... They are pretty much water tight and are very durrable, obviously!
When I did my Lifeboatman Training we packed 20 people in one of those and it was tight and stinky! I have yet to motor one and I would guess it would be rolly.
