Due to how the forum
software evolved there are to my knowledge 4 places and ways to upload photos.
1 - Inline photos - While making a normal reply (not quick reply) you can "manage attachments" and upload photos into your messages. These photos stay in the message and are not in a "gallery" per se..
2 - Photo Gallery - Click near the big banner at the top of the
screen and you will be taken to the "Photo Gallery." There is a small
control panel below the banner ads that allow you to "home", "My Stuff", "What's New", "What's Popular", "Upload" and "Search". Photos here stay in this gallery and you can link to them in threads.
3 - Pictures and Albums - Click "User CP" and in the left nav bar under "Networking" you will see this feature. Here you can create personal albums and upload photos. Unfortunately this set of Albums does not synchronize nor "talk" to "Photo Gallery" - They were separate modules added to the forum
software at different times.
4 - Profile Picture - The last way to upload a photo is also under User CP. This is where you can change the photo that people see when they click into your profile page.
5 - Bonus photo - I guess also under user CP under "Settings & Options" is the "Edit Avatar" function. This is where you upload the small photo or picture that appears next to all your posts on CF.
With all these photo systems it is important for us to know exactly which function you were trying to use when you got the uploads disabled error message.
