Well, it's the Erie Canal. They're probably planning to tow the boat all the way to the Bahamas, behind the RV.

I sort of had this happen to me once with a truck and boat and a flash flood. Truck motor stalled, water rising so crawled out back split window to truck bed hopped in boat started that motor which was strapped to trailer/boat now floating and pushed truck clear of low spot with outboard on boat! Saved the day....motor still trashed in truck though[emoji853]

The confusion probably comes from the Erie Canal having been turned over to the NYS Thruway Authority. And then, you know, one thing leads to the other.
