Getting directions on phones is making map-reading an unknown skill. People can't even tell which way is up!

Given that GPS didn't exist when I started sailing, I probably won't notice.

But of course one can still use a chartplotter without a GPS signal. I think one can do anything on a plotter than one can do with a paper chart (except perhaps swatting flies). And you won't need a pencil!

I still like and carry paper charts, and for sure like navigation via GPS. Years of celestial before the advent of satellite based nav gives me the perspective to know just how much better off we are with it... and the skills needed to survive without it.

The advice to not sail near war zones and exercise areas seems rather wise to me, paper or electronic notwithstanding!
