Check those mooring lines

JB? This is an international forum. It would help with clarity if proper names of locations were used here instead of local abbreviations. How many JB's are there in the USA, much less around the world?

We'll have to wait for the OP to be sure, but that looks as if it might be Jervis Bay, in New South Wales, Australia, approximately 35* 06'S by 150* 44'E. Part of the bay is very open to the strong NE winds we've had lately. There are many damaging wildfires burning along Australia's east coast, and it is the particulate matter in the smoke that accounts for the sepia tone of the photo.

Lots of growth on that boat, too. So neglect is a believable accusation. Sad pic.

Sorry. Yep, it’s Jervis Bay, NSW, Australia. And yes, the sepia tones are due to the fires. We have one that has recently broken out about 20 km from us and is rapidly advancing. We might have to head for the cat! Safer on the water!
