Fasten compass to bulkhead

The fluxgate compass for my ST4000 is rolling around in the bilge. It was cemented? to the fiberglass bulkhead, but that has failed.

How should I fasten this back down? I don't want to drill into the bulkhead as the fuel tank is hard against the other side.

Should I glue/epoxy a wood panel in place that I can screw into? If so, what product do you recommend?

You can generally buy a small pack of epoxy (or a tube with both parts mixed equally when exiting the tube) at your local chandlery/marine store which should work for what you propose. A nice beveled wood piece would look nice, as might some type of mounting hardware, if you could figure out to attach it otherwise. FWIW
