Recommendation for a Highly-Skilled Shipwright in the Caribbean?

My wife and I pulled into Portsmouth on the island of Dominica yesterday. On the way up here, I noticed that the leeward side aft lower stay was loose so I decided to take an extra turn on both turnbuckles. As it turns out, no amount of turns would have tightened it as I found the starboard aft lower chainplate completely broken.

The chainplate is concealed behind finely-crafted cabinetry and a lot of it is going to have to be removed to get to the failed part. We are heading north and are hoping that someone on the Forum can recommend a highly-skilled shipwright in St. Maarten, St. Croix, St. Thomas or somewhere in that vicinity. We'll also need a welder with superior skills.

I've checked on noonsite.com but was a little disappointed with the lack of information.
