A 3GM should have 3 decompression levers. I am installing on in my boat right now (3GMF) and it definitely has 3 levers.

I've got a 3GM30F. It has three compression release levers. Had to reinstall the drive belt for the salt water pump this past week. Activating all three compression release levers made it easy to turn the engine over. Didn't fully activate one of the levers at first and couldn't turn the engine over once that cylinder came up on the compression stroke. Fully engaging all the levers cured the problem.

Want to thank all of you for response. Back lever was removed and round head bolt put in. Thought it was part of valve cover. Happy voting. Pacerow
