According to professional Russian sources, there were two tugs and a local pilot involved in this maneuver. Small harbour (picture below), not much wider than Kruzenshtern's LOA. The barque was tied to the SW wall, bow pointed SE. They had to turn her around almost 180 degrees. A strong westerly squall, towing line failure, the result you can see on the video.
