Russian Fishing Fleet- Red Anchor Lights?

I'm an international airline pilot and I was flying south of the Kamchatka Peninsula at night. On a clear night I was able to observe the Russian fishing fleet to the north of me and south of the peninsula. The fleet of ships that I saw were all displaying bright red lights. I'm used to seeing fishing boats at night at anchor and typically they all display the standard white lights. Does anyone know why the Russian fleet would display different lighting?

Are You sure, they were anchored?
I suppose they were rather laid adrift - displaying red over red.

It's also a possibility they where showing Red Over White (Fishing At Night), the white often gets lost in the glow of the deck lights, especially when seen from above or afar .....

I see that would be correct for fishing vessel not making way. Just used to seeing white lights in Asia, especially off the Philippines, Japan, Korea, and China.
