Kemah is THE place in Texas for boat refit supplies, however Yards are a bit pricey here, Rockport is better. I can personally recommend Hooking Bull boatyard. Clean ,friendly and reasonable rates, could probably store your boat there on the hard if needed. I wouldn't go to house of boats yard, it is a bit of a mess and their story changes on whether they can haul your boat depending on who you talk to. As far as hurricanes, either move away from them or find a sheltered place and tie yourself in...it is the normal summer weather here.

There is also Pier 77 in Galveston. Pier 77 Marine Service: The Most Comprehensive Boatyard on Galveston Bay
This would keep you close to Kemah for parts/supplies. I am pondering going down there for my haul out this winter.

Clear lake marine center is DIY. Not sure about longer term storage rates though. I hauled my other boat there a few years ago and over 4 weeks, did most of the refit myself.

As for hurricanes, anywhere along the Texas coast will be a toss up. However, if you're up in the kemah area at least you'll be 25 miles inland. Every mile helps.
