Deep Cleaning Fiberglass Water Tanks

Does anyone have experience truly deep cleaning fiberglass fresh water tanks?

I've recently purchased a sailboat with two fresh water tanks. After emptying them, pouring bleach into them, then thoroughly flushing them with fresh water, the nasty bacteria is gone, but lots of white filmy floating debris is throughout the water.

The flow pressure when either the water valves are opened or the water lines are emptied into the bilge is not enough to flush out the debris. The debris just floats and then settles back into the fresh water coming in.

How have you cleaned your tanks and created spaces for fresh water to be as clean as possible?

Is there any way to get a rag or pipe cleaner in there? Inspection port? Some way to scrub would be ideal. A full slow steady flush afterwards if little pressure. Or go to a brew supply store and get a bottle cleaner hose fitting.

An inspection port would allow the uses of a shop vac to remove all those bits

Been there.....firstly add a filter to the incoming water to check the debris is not being imported from the mains supply...….if that is not the problem....add an inspection port if not already there......next obtain a separate self priming pump.....preferably mains operated...….partly fill tank and attach hose from pump to a handle and direct suction hose to debris......repeat and repeat...job done....

if the debris is in fact perhaps internal paint from tank flaking off......suddenly it is a big job to totally remove.....
