Inexpensive haulout on Gulf Coast of Florida

We are looking for an inexpensive haulout facility on Florida's Gulf Coast. We need to service the seacocks on our 38 foot full-keel fiberglass monohull, 19,000 pound displacement. We plan to do the work ourselves during two or three days total time. We do NOT need to sand, scrape or paint the bottom, so there would be no contamination or draping issues. A marine ways (marine railway) would serve as well as a lift or travel lift. Any suggestions on reasonable-rate facilities that might permit owner work?

There is a small independent yard up Watson Bayou, Panama City and they let you do your own thing. Bay County Boat Yard. Bay County Boatyard
