Customs tax for yacht in transit in Tunisia

Hi all, whilst I understand that customs everywhere are a law unto themselves, I am struggling with the following.We are shipping our personal belongings via sea freight from South Africa to our yacht in Tunisia as live aboard possessions. Despite everything pointing to the fact that there should be no duty on such items for a yacht in transit, the freight agents have come up with a figure of 300 euros as a start for duties plus possible storage costs. They refuse to answer how they have come up with this, why there should be any duty, show me on the tax website etc. Basically, I am being told, "it will be what it will be and you will have to pay it". That being the case, who in their right minds would agree to this? Can any one shed any light on this? What are my realistic expectations of not being mugged by the Tunsiian customs regime?
