you might have good luck in chula vista. north bay has up to 10 yr wait lists-- south bay is farther from mouth of bay, but cheaper rent and shorter wait lines. good luck.

not until ensenada.
might be able to get temp mooring from san diego mooring co in san diego.
stay away from shelter island roadstead in winter. no protection. winds n surf are hell there.

Chula Vista for sure, but there are plenty of other options. We also found a liveaboard berth on Shelter Island for a 52' sailboat with no problem at all. It took about 3 phone calls on a Friday, we moved to the slip on the following Sunday. We didn't even have to stay at the city docks, just anchored in La Playa and moved right in.

Sometimes you just get lucky. I have friends on 2 boats that got live aboard slips at Sun Harbor last year with little or no wait. Being lucky is better than being smart.
