Can a non US citizen buy many Yamaha sailboat for resale?

HI Everyone, I have a friend who is from Vietnam and enjoying his vacation in Chicago. He recently has bought a lot of Yamaha sailboats in order to ship to Vietnam for resale. Then, unfortunately, he found out he is not able to ship out of the US or document all of them.
Can you please tell me what steps he needs to do? Does he need to open an LLC here?

Check with the Department of Commerce, Export Division. They can be helpful.

This has nothing to do with cruising or sailing, its about a company exporting and importing, therefore he needs to speak to customs in each country.
