Trying to go to Baja...

I've been invited to a friend's fishing camp in Baja. It's close to Gonzaga Bay, on the Sea of Cortez.
I have a 22'Catalina sailboat, on a trailer. I plan to sail short distances, and do some fishing.
I'm not sure of the requirements anymore. The last time,( years ago) we just came down, with no papers, etc, and went fishing. Now I hear, I have to go to a marina for permits, and so on. I won't be anywhere near a marina.
Anybody know what the skinny is now, and point me in the right direction?

tow to san felipe. launch in san felipe. there is a marina in san felipe. use it...then sail the distance to gonzaga bay-- huerfanito and los encantados are just north of gonzaga bay. it is gorgeous there.
or use puerto penascos, east of san felipe. there are cruisers marina'd there....
as you are driving with a trailered boat, situation is a lot different than latitude 38 proscribes. you will be doing check in at one of the border crossings.
i have a friend with a campo north of gonzaga bay--named los paredes campo.
