The US can, if needed, dither the gps so incoming missiles, and ugly sailboats, will be unable to navigate using gps.

Ya, about jamming and spoofing....
With like $300 you can make a GPS think it is someplace else. Look up spoofing and SDR.
There are many different boxes that will jam a number of signals. Not too hard to take out GPS and cell for a few miles around with boxes you can buy.
The FAA was having troubles with a landing system because a guy bought a jammer and kept driving by the Newark airport shutting down some ground stations.

There have been a number of cases of truckies using GPS blockers so that there employers don't know where they are - with consequent problems to others.

I went through Hampton Roads about two weeks after 911.
All of my electronics went haywire until I was well past the
Naval base. Below is what my radar looked like.

As A64 Pilot points out, this is not an isolate case. The North Koreans were doing it for a while, Iran brought down a drone by spoofing the GPS, and the MOD (Ministry of Defence) regularly puts out NOTAMs (I am not sure of the name they use) pointing out when GPS may not be available, or worse, MAY PROVIDE FALSE LOCATIONS due to military maneuvers.
There is a push by some organizations and individuals to update the LORAN system (enhanced LORAN or ELORAN) as a counter to this problem. It has also been discussed on several threads here of CF.
There is some discussion that when Iran captured two of our patrol boats a year or two ago, they spoofed the GPS to bring them off course an into Iranian waters.

LORAN is just as easy to jam as GPS and likely easier to spoof.
To be relatively immune you need an Inertial nav system, hopefully tied to a digital sonar map.
Not likely for us.
Other than clouds, I think a sextent would be real tough to jam or spoof, and something we can afford.
