Argentinians have restrictions to buy US$, the black market rate is twice the official one (pesos are worth half in the black market). Buy if you have dollars, there are no restrictions to spend them.

Very easy, yet be careful of
customs in Argentina: as in many countries, there is a limit on the cash you can carry across borders.

I doubt that anyone will be willing to get in trouble, risk
taxes, etc., to make you a favor.
If you have a credit card, you'll be able to spend all the money you want without doing any tricks.
