S2 11.0 skeg rudder repair

Greetings everyone,

The top of the rudder on my S2 11.0 is splitting at the seam starting at the tube that enters the rudder from the top. There is currently a 4” long separation that allows water to enter the rudder body.

I have several questions about this:
1. Do I have to remove the rudder to effect a repair?
2. How do I get the rudder off? Are there bolts in the skeg that I have to loosen? How do I get to those bolts?
3. Can I just repair the opening or do I have to pull the rudder apart to see what damage has been done over the years?

Any help you all can provide would be greatly appreciated! Also, if you know where I can send for construction diagrams, can you pass that along also?
