Do visiting boaters need a license in New York?

My sister who lives in New York says that boaters there must have a training certificate.

My state (Massachusetts) only requires a certificate for youths (Under 16). Adults are not legally required to have a boating safety education certificate in Massachusetts.

If I have no certificate, does that mean I cannot legally visit New York by operating a boat?

A. If you were born on or after May 1, 1996, you are required to successfully complete a state approved course and obtain a boating safety certificate to operate a motorboat. Additionally, all persons, regardless of age, must complete a Boating Safety Education Course in order to operate a PWC on NYS waters.
