Thanks for all the inputs. I talked to a guy from "Maritime Plastics" company in Annapolis. He highly recommended a GE product called Sil Pruf, SCS 2003. He said it is a silicone base with some polyurethane adhesive mixed in. This guy repairs lots of hatches and never had one come "unglued." Think I'll give it a try.
