No, you've summed up the situation pretty well.

I believe the on-scene cruisers are honestly doing their best to help rescue the animals. At least, I will accept their efforts as well-intentioned until proven otherwise.

I have only the reporter's representation of the local police officer, and that came from the on-scene cruiser, so who knows? The bottom line, for me, is that these animals are completely innocent. I have offered to give them a good home, and to foot the bill for returning them to the States, but I'm not kidding myself about the odds on getting such a rescue attempt through the massive bureaucratic BS that it would take.

That's why I am hoping that kind-hearted cruisers closer to the scene can aid in saving these creatures.
