If your bottom gets foul, it needs to be cleaned regardless of what type of anti fouling is on it. Ablatives are no exception.

Less dependent on paint type and more dependent on how foul you've let the bottom become and what you use to remove the fouling growth. People who claim that cleaning your hull is bad for the paint...
