usually you dont want polyester over epoxy.

I would fill if not too deep with a vinylester putty or Kitty Hair, then putty if deeper....only if above the waterline as you have said.

a locker or deck box is most certainly acceptable and meets readily accessible if unlocked.

a sealed plastic bag is not if inside something else. heck the zippered bags of PFDs are acceptable.

Amazing how this becomes complicated.

Go to a compass manufacturer website, download a manual and go to deviation or compensation.

The rest is SO simple if you pick a good area and conditions...

They call out violators on the vhf...I heard them on my last transit this...

I had a 12 foot heavy MFG hard dingy on my swim platform for 3 years with weaver davits.

The boat often took a wave behind the trsnsom, but never an issue.

My dingy did stick out far enough on...

I not only sound them, I log the sounding of them...off and on. Same for nav lights and even anchor light in some anchorages.

Unfortunately, more for legal, insurance reasons than the Colregs.

in the Eastern US, many new modems issued by Comcast has an open wifi port that is usable by any customer. There are literally dozens around ports and anchorages I have been to and am happy to take...

Thru hulls with a ball valve are not a great idea compared to a flanged sea cock bolted, screwed or glued to the hull.

Unless you have no clue, a true thru hull should never allow you to sink....
