I had the same bug with Open CPN 4.2
Another solution is to do a right click on the road, not on the way point and choose "extend" or "continue" the road (in french "prolonger" la route)

It does'nt happen on my own, an old PC running under XP... I've not yet tried with W 8.1...

It is fastened to the cleats with two ropes (I'm using a 8mm chain, but it may be made for a bigger one)
