There are many wire types not marked "Boat Cable" that are vastly superior to PVC insulated boat cable. To wit this is "Boat Cable":

Title 46 isn't mandatory for recreational vessels. Even for commercial vessels it isn't mandatory for battery circuits.

Some wiring codes require single conductor wires to be run inside conduit. I don't think that applies to boats but if someone knows for sure would also appreciate the correct reference.

I haven't searched the world for cable rated to this standard but the standard itself doesn't require tin plating.

Welding cable is fine if it's the right size. 4/0 is the right size. Seal the crimp lugs with adhesive shrink wrap (twice if you can). You don't need tinned wire.
