There are many wire types not marked "Boat Cable" that are vastly superior to PVC insulated boat cable. To wit this is "Boat Cable":

Title 46 isn't mandatory for recreational vessels. Even for commercial vessels it isn't mandatory for battery circuits.

If you want to be pedantic about it (and insurance companies and surveyors do) the CFR oft mentioned here (33 CFR 183.401-460) applies to recreational boats powered by gasoline (i.e. not diesel). But...

Some wiring codes require single conductor wires to be run inside conduit. I don't think that applies to boats but if someone knows for sure would also appreciate the correct reference.

I haven't searched the world for cable rated to this standard but the standard itself doesn't require tin plating.

Welding cable is fine if it's the right size. 4/0 is the right size. Seal the crimp lugs with adhesive shrink wrap (twice if you can). You don't need tinned wire.
