Pre-wet the paper gasket. I use the same glycerin as is commonly used to lube the impeller. Also helps to hold it in place during re-assembley.

Impleller pumps are not binary in function (work or not), there are indeed variations in between. For example, if just a vane or two are damaged then flow will be reduced.
