It's only an agreement between members of the IWC (International Whaling Commission) - not a law.

If it was a law there would also be a court that could decide on cases and issue judgements,...

To enforce their ban the World Goat Council are considering the issuing of "Goatwahs" (kinda like a Fatwah, except without any religous mutterings :thumb:).

The Sea Shepherd operating in the Southern Ocean Goat Sanctuary are in violation of the WGC ban that restricts activities in the area to commercial transit, recreational use, scientific investigation...

The "world ban" on whaling has as much legal basis as the ban on Goat hunting in the Southern Ocean by The WGC* :p, therefore there is no "loop-hole".
