With the program open, or appears to be open, change your screen resolution with the display settings. If that does not work, change the resolution back to what it was. This might jolt the window out...

It sounds like the program is running and the window is open off of the screen or minimized.

Windows 7 uses "jump lists". If OpenCPN, or any other program is already open, you have to hover over the task bar icon and the executable will appear above it in a new "bubble". You have to click...
