It's been done many times. Alot of work, but if you have to have that boat and are going where shallow draft makes a difference.... go for it.
I doubt if the "lead" (ie: the sail plan balance) would...

I dont see any problem with it. Not sure how you would cut it though! Look at all the designs over the years with widely different keel options.... personally , for the average sailboat.... I think...
