This goes to show that it is can be legal for an Australian Citizen to have a foreign registered vessel. If it was not, then they would not have been the option to remove it. Instead they would have...

Not only do you have to make yourself non-resident in Australia, you must make yourself resident in another country. You have to prove that you are still resident in that country when you "visit"...

As we know, pleasure crafts are not requiring registration (in Aus waters)

Sections 13 & 29 seem to me to make it clear that pleasure craft which are exempt from registration are not...

The key thing seems to be that you have to be legally able to register the boat in it's flag country which is the international rule. This has been discussed and the relevant chapters cited in...

Give that this rule comes under the heading " Australian Registered Ships"
I have a feeling they are saying that if your ship is Australian registered, you cannot fly another nationality...

As I was getting at, the flag and owners passport do not need to match.

It is up to the individual country to decide whether just citizens or if legal residents are allowed to fly the flag.

In Sweden you have to be a citizen to register a yacht and that includes change of ownership. I don't even think non-citizen full time residents can have a Swedish yacht.
