Do you have a way to measure the current draw of the motor?

Low voltage can in fact trip the breaker, as the voltage drops the current increases.

Is the outlet stream of water look normal...

Have you tried running the system with the pressure valve open to flush anything out?

What you’re describing sounds to me like a restricted outlet from the membrane high pressure side.

That's an impossible question. How long ago did it quit? What fluid has been left in it? No mechanical parts never break.

Seawater Ro requires high pressure. Home water filtration, starting with fresh water requires less pressure(no salt). These are not interchangeable systems.
