I just wanted to update the thread and let everyone know the ball/shaft/spring kit fixed my issue. It holds a vacuum now.

one more thing should I out silicone or grease on the shaft and cartridge as I reassemble?

Toilet holds water. I ordered the ball and shaft kit. I hope it works this toilet is driving me crazy.
