Millions of boats and other possessions are registered without the owner having a residence there.

It is easy to get a local address for such purposes for those jurisdictions that require them.

You must define that "out of state boats". Florida does so, as boats that **are registered** in another jurisdiction, including foreign-flagged.

If so, then 90 day exemption applies.

Those treaties are binding between nations only.

Only if it specifically and directly contravenes it.

For example, if the Fed law says

In fact if CG documented, you cannot display both, only the CG number on the mothership.

But the state can require the decal be displayed to show the registration fee was paid.

The issue of the dinghy being ancillary safety equipment meaning covered by you registration of the mothership, I dunno.

I would go in, or at least call FWC and ask.

Yes according to Fed regs.

But not as enforced in practice, especially by Florida.

By the way, if you do want to stay around Florida, pretty sure even foreign flagged vessels can register there.

Not true for Florida, and some other states, **must** be registered in some state even if documented.
