If you go to the WXTide32.com, download the Windows manual install version wxtide47m.zip, unzip the file and the "harmonics-2004-06-14.tcd" file you need is contained within.

You can get more ports from the .tcd file in WXTide32.
Install WXTide32.
In OpenCPN, go into Options/Charts/Tides and Currents/Add Dataset and point to the "harmonics-2004-06-14.tcd" file in...
