The Florida Law Enforcement types do not care about insurance... it is not a requirement. If your home country does not require registration for the tender, I'd stencil some markings on...

It is my understanding that Florida will grant up to 90 days for vessels registered in another state or country. I am sure your mother ship is registered in your home country... you are good to go...
