It helps a lot if you peel the tape off as soon as possible. I.e. Before the paint drys

I would imagine it is because you have a tee fitting in the vent/return so when filling the air will push the fuel being returned up and out the vent or cause other spit back issues

If possible it would worth checking prop and bottom for fouling. Specially if boat has been sitting for a while. When I bought my boat it had the original 36 hp Volvo had no problem doing 6.5-7 knits...

Another thing to look at is all the bulkheads at the tabing and check for rot I had 7 rotten ones on my t37 as well as where the sole substructure was tabed there was rot. Also check the Samson posts...
