1/4 wave can work fine, but most commercial mast top antennas are 1/2 wave - a bit more gain. The difference in vertical radiation pattern is not that much.

But I have never heard of isolating the antenna bracket from the mast. Is there a reference advocating this? The mast and stays form part of the antenna and...

Antenna brand or type doesn't matter much. Height is everything at VHF, so it belongs at the masthead if you want best range. As has been mentioned, most problems are connector and corrosion...

Emailed the guy at Cruising Design International, and parts are not available for what he thinks is the model R8. This thing has an integral halyard and the whole thing rotates around the stay...

No - it is marketed to car upholsterers, and about $13 per yard. I wouldn't use it outside, but I think inside the cabin will be fine - Maroon to go with the Mahogany interior.

I don't think the OP has 18 feet.

Rule of thumb: two antennas (dipoles) spaced one wavelength apart, will couple together with approximately 20 dB loss.

So, assuming 7 feet horizontal spacing...
