Not unheard of for corrosion on the lower rudder bearing cage compressing the bearing and binding the rudder post. Pretty common on Jefa systems that have had antifoul with a copper content applied...

A quick look in the workshop manual would suggest 2 identical screws, as logic would suggest. A socket on an extension is probably the weapon of juice. You might find it easier to take the top screw...

Our racing headsails are tacked to the deck, somewhat lower than the seldon furler drum, they are cut so that their feet (foots, or whatever the plual of a sail foot is) are very close to the deck....
