Not unheard of for corrosion on the lower rudder bearing cage compressing the bearing and binding the rudder post. Pretty common on Jefa systems that have had antifoul with a copper content applied...

A quick look in the workshop manual would suggest 2 identical screws, as logic would suggest. A socket on an extension is probably the weapon of juice. You might find it easier to take the top screw...
