You need an adjustable relief valve in the system and proper stops on the rudder. The relief valve would be an easy install the stops maybe or maybe not

I've layed to a 24' sea anchor in rough conditions when I had a steering problem in my 57' Kurt Hughes cat off of the Bahamas and couldn't believe how well that worked, wouldn't hesitate to use it...

I've been having the same problems with my yanmars and re bushed the alternator mount to get the best alignment I could and use nothing but gates green stripe belts and replace every 60 to 100...
