The way I understand it:

'Commercial' boats are the only boats needing a 'required' license because of using the waters for their 'profit and gain'.

Private Citizens have no requirement...

What did you find out about "standoffs". I'm told to not run the GTO along a metal run, without a standoff arrangement like ladder line usen in ham radio antennas. I'm getting back...
