The impression the boat behavior made on me is that the sailor was trying to go up wind (from 5 to 15 sec in the video, probably started earlier) but the boat just did not want to budge with that... |

Looks to me that this situation assessment and proper course of action depends on these (updated) guidelines. I can hardly believe that one should strictly apply Colregs stand-on/give-way... |
